2008 Annual Report Last year was a year of change for Horizon Blue Cross Blue Shield of
New Jersey. We saw change within the company, from organizational and operational changes, to external changes due to the economy and industry. Amidst it all, Horizon BCBSNJ remained focused on our mission – to make health care work by improving the health care experience for our members and the communities we serve.
