NJ DIRECT: New and improved SHBP plan to launch April 1, 2008

(April 01, 2008) - Horizon Blue Cross Blue Shield of New Jersey will administer two new plans on behalf of the State Health Benefits Program (SHBP), effective April 1, 2008. (State Biweekly employees will be effective March 29, 2008.) The new plan options are called NJ DIRECT10 and NJ DIRECT15 (NJ DIRECT for general reference).

The 10 or 15 in the plan name option refers to the office visit copayment amounts and they differ by employer. The appropriate copayment amounts will be indicated on the member’s ID card.

NJ DIRECT plans are replacing NJ PLUS and the Traditional Plan; however, a small number of members will remain in NJ PLUS and the Traditional Plan until the end of 2008. Most NJ PLUS and Traditional Plan members are expected to enroll in one of the new NJ DIRECT plan options.

NJ DIRECT is a Direct Access plan utilizing the Horizon Managed Care Network and it offers some special features.
With NJ DIRECT:

  • Members will access physicians within the Horizon Managed Care Network, without having to select a Primary Care Physician (PCP).
  • Members will not need to obtain referrals to see specialists.
  • Authorizations will be required for some services.
  • NJ DIRECT members and their dependents will have access to in-network benefits through the BlueCard® PPO provider network outside New Jersey.

NJ DIRECT allows for out-of-network benefits, however, members will receive lower out-of-pocket costs and higher plan benefits by using physicians in the Horizon Managed Care Network. Physicians who participate in the Horizon PPO Network can apply to the Horizon Managed Care Network by contacting the Recruitment Area at 1-973-466-5013.

About NJ DIRECT ID cards

  • Each member’s ID card will indicate the appropriate copayment amount.
  • Members will receive new ID cards with the NJX alpha-prefix. The numeric portion of their ID number will not change.
  • New ID cards will be issued at the subscriber level, with single policies receiving one card and all others receiving two cards per contract.
  • New ID cards will be mailed to members in mid to late March 2008. State Biweekly employees can use their old ID cards until March 28, 2008, while all other State employees can use their old ID cards until March 31, 2008.
  • If members don’t receive their new ID cards by the April 1, 2008 effective date, they can print a copy of a Proof of Coverage letter to give to you by visiting www.HorizonBlue.com/shbp, and clicking Self Service.
